Original 1993 signed portrait mixed media

Unusual mixed media portrait from 1993. A modern take on iconography? Picture appears to be a combination of oil/acrylic or perhaps gouache with elements of collage.

The picture is in good condition and measures 19 by 6 inches (28 by 15 in the frame). Indistinctly signed at bottom right. The frame has some wear and tear in line with age but generally okay.
